     CSO: Maybe Trump could make the government turn a profit.
     FWP: Not likely. Look how often someone proposes to make this or that agency self-funding. It never actually happens.

     CSO: Why not?
     FWP: Well, how would you go about making the Department of State self-funding?

     CSO: Oh, that’s easy: Tell other countries “Send us a billion dollars and we won’t send John Kerry to visit you.”
     FWP: You know, that could work.

     CSO: It gets better: Tell the TV networks and cable systems “Send us a million dollars and you won’t have to listen to Marie Harf this month."
     FWP: You’re on a roll. I’m writing this down.
