Then extend the reasoning to domestic exploiters: those who, owing to unnatural and unjustifiable restraint on the part of law enforcement, justice authorities, and decent persons generally, have concluded that they can violate the norms of a high-trust society with impunity.

I hesitate to comment, not because I don't what you alerted us to as important, but because of all the tangents that would take a book to explain their connections, perhaps starting with the discarding of Broken Windows.
Let me put it in short.
Lower trust leads to cynicism. That leads to the conclusion by more and more that everybody else is doing it, I better get mine before it's gone. That leads to turmoil and scarcity. That leads to the public begging for someone to restore order. Cloward/Piven acolytes are delighted because it proves their prophecy. The Progs even more so as they can finally put the last nail in our Constitution's coffin.
