This is shocking - I know, I know, I should be inured to it by now. But the sheer quantity of money involved makes it clear that these countries expect some - what's that phrase? Quid pro quo.
The best reaction would be to immediately look for money intended for that university from the federal government, and cut it entirely, until an amount equal to those bribes is reached. Make it HURT to not only take foreign money, but fail to report it, as mandated.
